Assam CM orders 'shoot-at-sight' to control Dhubri violence

The Chief Minister also highlighted another alarming incident that took place just before the violence erupted.

Assam Chief Minister Himanta Biswa Sarma on Friday expressed serious concern over the worsening law and order situation in the Dhubri district, calling it a 'deliberate and organised attempt' to trigger communal unrest. In response to the growing tensions, the Chief Minister announced that the state government has issued shoot-at-sight orders for those instigating violence during nighttime disturbances.


In a post on X (formerly Twitter), Sarma outlined a series of deeply disturbing incidents that unfolded around Bakri Eid. He revealed that the day after the festival, a severed cow head was deliberately placed in front of a Hanuman temple in Dhubri. Although local community leaders and peace committee members acted swiftly to ease tensions, a second cow head was found at the same location the very next day, which Sarma described as a “clear attempt to escalate the situation.”


These provocations led to stone-pelting in several localities, worsening fears of a communal flare-up.


The Chief Minister also highlighted another alarming incident that took place just before the violence erupted. On the eve of Eid, provocative posters attributed to a group named ‘Nabin Bangla’ were pasted in various locations across Dhubri, including on a military signals facility. The posters reportedly contained inflammatory poems and even calls to merge Dhubri with Bangladesh.

“This cannot be dismissed as mere mischief,” Sarma said, adding that there appears to be a communal network working to disrupt peace and social harmony in the region. To assess the ground situation, Sarma visited Dhubri and directed law enforcement agencies to take immediate and firm action. “We have issued shoot-at-sight orders for any disturbances at night. Anyone found pelting stones or inciting unrest will face strict consequences,” he warned.


Sarma made it clear that his administration will not allow Assam’s social fabric to be torn apart. “The government’s message is clear: Assam will not tolerate any attempt to divide society or disturb communal harmony,” he said.


In response to the unrest, security has been tightened across sensitive areas in Dhubri. Both police and paramilitary forces have been deployed, with continuous patrolling and surveillance in vulnerable zones. Authorities have also urged citizens to stay calm and not be misled by provocative acts. Peace committees at the local level have been activated to support community dialogue and help maintain order.


As investigations continue into the source of the inflammatory posters and the temple desecration incidents, the Assam government has taken a firm stance. It has signaled that any attempt at communal disruption will be dealt with sternly and without leniency.
