Even as the tentative dates for key business have been finalized, the Legislative Assembly Speaker Abdul Rahim Rather met Chief Minister Omar Abdullah to discuss forthcoming budget session schedule in Jammu which will have unconventional pattern of business this year due to holy month of Ramzan. Following the meeting, the budget session calendar is expected to be released soon.
During the meeting, all crucial dates for important business were discussed including the date of Budget presentation which will be seen in first half of Budget session, the latter having been decided to be conducted in split way, with recess of one month. Chief Minister holds charge of the Finance Department will present his budget.
Omar is likely to present his second budget between February 5-7 as the Finance Department will be requiring couple of days to finalize the figures after presentation of Central budget by Union Finance Minister Nirmala Sitharaman in the Parliament on February 1. "The budget session calendar will be released soon. Details of total sittings are being worked out but it will be in two parts as mentioned earlier”, said officials confirming that it has been agreed in principle that budget will be passed in first half while rest of the business will be taken up in second half.
While J&K has the tradition of holding double sittings of the legislature in the past, it is yet to be decided whether this pattern would be adopted this year. Officials said it will depend on business before the House. “If there is less time and the business is more, we can hold double sittings,” they added.
Pertinently, Speaker Abdul Rahim Rather of Jammu & Kashmir's Legislative Assembly held several meetings in early 2025, including with CM Omar Abdullah, political parties, and the media, to prepare for the budget session, focusing on logistics, decorum, and productive deliberations for a people-centric budget. Officials said such meetings would take place ahead of budget session as well. However, the dates have not yet been finalized.
