Bihar govt to pay social media creators ₹10,000 for 1 lakh views

Bihar has amended its social media rules to provide creators promoting government schemes an incentive of Rs 10,000 for every 1 lakh views, with the payment capped at Rs 1 lakh per video.

The Bihar Cabinet has approved amendments to the state’s social media rules, allowing social media influencers and other online content creators to receive additional payments for videos promoting government schemes and programmes.

 

Under the revised Bihar Social Media and Other Online Media Rules, 2026, creators will be eligible for an incentive of Rs 10,000 for every 1 lakh views generated by a video. The payment will be calculated after the video completes 30 days of performance. However, the total incentive for a single video will be capped at Rs 1 lakh.

 

The amendment was among 13 proposals approved by the state Cabinet at a meeting chaired by Chief Minister Samrat Choudhary on Wednesday. The Information and Public Relations Department is expected to issue a detailed notification outlining the implementation of the revised provisions.

 

The rules will cover social media influencers and other online content creators who are already covered under the state’s government media framework. The amendments also provide for periodic verification of followers of registered social media handles, pages and channels.

 

The move comes as governments increasingly use social media platforms to communicate information about welfare schemes, development programmes and public initiatives. The new incentive structure is expected to encourage creators to produce and distribute content focused on Bihar government programmes.

Apart from the social media policy, the Cabinet cleared several other proposals.

 

The state approved an MoU between its Information Technology Department and Taiyo AI India Pvt Ltd to develop an artificial intelligence ecosystem. The proposed collaboration will include an AI-enabled dashboard to identify and monitor delays and cost overruns in public infrastructure projects, along with analysis of geospatial and demographic data. It will also provide digital governance training for officials and AI and data analytics programmes for students, youth and women.

 

The Cabinet also approved a 336-km six-lane greenfield expressway connecting Buxar and Bhagalpur.

 

Among other decisions, Rs 83.60 crore was sanctioned for 11,000 additional private tubewells in 2026-27, taking the total planned under the scheme to 46,000.

 

The government also approved Rs 63.93 crore for a cattle breed-improvement programme using artificial insemination, sex-sorted semen, embryo transfer and in-vitro fertilisation, aimed at improving milk production and strengthening the dairy sector.

 

Several canal restoration projects, new cooperative sugar mills, warehouses and fisheries cooperative bodies were also cleared by the Cabinet.
