Former Haryana Chief Minister and Leader of the Opposition Bhupinder Singh Hooda on Monday alleged that the BJP government has pushed Haryana into a situation where it is falling behind across multiple sectors.
Addressing a press conference along with MLAs Raghuvir Singh Kadian and Bharat Bhushan Batra, Hooda referred to several reports and statistical indicators to support his claims. He said according to the Central Government’s Social Progress Index, Haryana, with a score of 33, has been ranked as the most unsafe state in the country. Citing the India Justice Report, he added that the ranking of the Haryana Police has dropped from 8th to 14th over the past five years.
“Among the 18 major states, the Haryana Police is now placed at 14th position. Additionally, according to data from the National Crime Records Bureau (NCRB), cases of corruption have increased by 187% over the last three years, placing Haryana at the 6th position in corruption,” Hooda said.

He further criticised the state’s performance in the education sector, stating that the situation remains poor. Referring to the National Institutional Ranking Framework (NIRF) rankings released by the Union Ministry of Education, he pointed out that not a single university from Haryana features among the top 100 institutions. He also noted that the state ranks 16th in the national Happiness Index.
“In the ‘State on Performance-Based Indicators’ report for 2025–26, issued by the Ministry of Rural Development, Haryana is ranked 11th. As per NITI Aayog’s Sustainable Development Goals (SDG) Report for 2023–24, the state stands at 14th position nationwide. Haryana also ranks 14th among 18 states in NITI Aayog’s Fiscal Health Index,” he said.
Citing a report by the Ministry of Agriculture and Farmers Welfare, Hooda added that Haryana ranks fourth in the country in terms of farmer indebtedness, with an average debt of ₹1,82,922 per farming household. Referring to NITI Aayog’s Export Preparedness Index (EPI) 2024, he said the state has slipped to 10th position from 5th place in 2021, with its score declining from 63.55 to 55.01, which he described as evidence of policy failures.
Hooda also alleged that industries are moving out of Haryana due to the BJP government’s policies. “According to official data, 1,446 factories have either shut down or relocated since 2018–19. Over the past five years, the industrial sector in Haryana has declined by 12.2 per cent. According to 2024 data from the Centre for Monitoring Indian Economy (CMIE), the youth unemployment rate in the state is nearly 37 per cent, the highest in the country,” he said.
He further pointed out that recent spells of unseasonal rainfall have caused significant damage to wheat and mustard crops. He urged the government to immediately carry out a special ‘girdawari’ (crop damage assessment), ensure adequate compensation for affected farmers, and make proper arrangements for crop procurement.
