Authorities in Leh have registered a case against Phuntsog Stanzin Tsepag, a Congress councillor, for allegedly instigating violence in the region. District Magistrate (DM) of Leh on Tuesday imposed restrictions under Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS) 2023. The decision comes in view of potential threats to public peace and possible dangers to human life in the region.
According to sources, the police have taken cognizance of a speech delivered by Tsepag yesterday, which is said to have provoked unrest among the public.The development comes amid rising tensions in Leh, where the administration has already imposed restrictions under Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS) 2023 to prevent public disorder. Police officials are currently investigating the contents of the speech, and a formal case has been registered to determine the extent of the councillor’s involvement in inciting violence.
The order under BNSS 2023, which bans rallies, processions, and gatherings of five or more people without prior permission, is being strictly enforced in the district. Authorities have warned that any individual found violating these directives will face action under Section 223 of the same law, which provides for strict penal measures against breaches.Sources said that the administration is also reviewing video and audio evidence of Tsepag’s speech to ascertain whether it constitutes an incitement to public unrest or threatens communal harmony. Law enforcement agencies have been instructed to remain vigilant and maintain heightened security in sensitive areas, particularly where large gatherings or protests could occur.
The investigation into Phuntsog Stanzin Tsepag’s speech is ongoing, and further action will be taken based on the findings of the police inquiry.The DM’s office reiterated that the measures are preventive in nature and aimed at safeguarding public peace and safety. Citizens have been urged to cooperate with authorities, avoid provocative actions, and report any suspicious activity that may endanger public order.In order to maintain law and order, the DM order said use of loudspeakers or any amplified sound systems is strictly prohibited unless explicit permission has been granted. Additionally, the order prohibits individuals from making statements, speeches, or announcements that could disturb public tranquillity or incite unrest.
Officials have urged the residents of Leh and surrounding areas to cooperate with law enforcement agencies and strictly adhere to the restrictions. The administration emphasized that these measures are temporary and preventive in nature, intended solely to ensure public safety and peace in the district.Security agencies in the region have been asked to remain vigilant and ensure that all restrictions are effectively enforced, particularly in areas prone to large gatherings. The DM’s office has also requested citizens to report any suspicious activity that could endanger public safety or disrupt normal life.
