Caste census to continue without technical snags: Siddaramaiah

Karnataka Chief Minister Siddaramaiah announced on Friday that the technical issues hindering the Social and Educational Survey — widely known as the "caste census" — have "almost been sorted out." 

 

He asserted that the survey would now proceed in a full-fledged manner and be completed within the stipulated timeframe, with no extension being considered.

 

Concerns had been mounting over the slow pace of the survey, which began on September 22 and is scheduled to conclude on October 7.

 

The process of initial data collection was delayed by technical glitches, which included server issues, failed OTP generation, and network disruptions, affecting enumerators, who are mostly government-school teachers. So far, only around 2.76 lakh families have been surveyed against a target of 1.43 crore across the state.

 

Following a video-conference meeting with ministers, the Backward Classes Commission Chairman Madhusudan R Naik, senior officials, and district heads, Siddaramaiah instructed all Deputy Commissioners (DCs) and Zilla Panchayat CEOs to take the survey "very seriously" to meet the deadline.

 

"The survey work started on September 22 and will be completed by October 7," Siddaramaiah told reporters. "Over 90 per cent of the issues have been sorted out, and the remaining will be resolved soon... The backlog of the last four days should be covered in the coming days."

 

He issued strict instructions for a minimum daily progress rate of 10 per cent, up from the current 2–4 pc achieved daily. Furthermore, officials were directed to hold daily review meetings, with regional commissioners and District in-charge ministers tasked with overseeing coordination.

 

The Chief Minister also confirmed that the state would adhere to all conditions imposed by the Karnataka High Court on Thursday. While the court declined to stop the survey, it directed the State Backward Classes Commission to maintain the confidentiality of the collected data and ensure the voluntary participation of citizens.

 

Addressing media reports of resistance from enumerators, Siddaramaiah assured that the teachers’ remuneration was guaranteed and dismissed any major resistance as mere "misconceptions." He warned that action would be taken in accordance with the law against anyone who actively resists the process.

 

The extensive exercise involves around 1.75 lakh enumerators covering approximately 7 crore people at an estimated cost of ₹420 crore. The Commission is expected to submit its final report to the government by December.
