The CBI has registered an FIR in the Bhiwani teacher’s murder case. Earlier, the police had filed an FIR on August 12 under Section 127(6) of BNS (wrongful confinement) at Loharu Police Station, Bhiwani, after a complaint filed by victim Manisha’s father, Sanjay Kumar.
In his complaint, he had stated that on August 11, his 18-year-old daughter Manisha had gone to teach children at a play school in Singhani village but did not return. She left home in the morning but didn’t return home. The family searched everywhere and even asked relatives, but they could not trace her.
On August 13, her body was found in a field near a canal in the village, bearing grievous injuries on the neck. Following this, Section 103(1) of BNS (murder) was added to the case.
By a notification dated September 4, issued by the Ministry of Personnel, Public Grievances and Pensions (Department of Personnel & Training), the case was transferred to the CBI. On September 5, the Delhi unit of the CBI registered a regular case.
The probe has been entrusted to Inspector Vivek Kumar of the CBI, New Delhi. On September 25, the Additional Chief Secretary (ACS) Home, Dr Sumita Misra, gave consent for the transfer. Earlier, on August 20, CM Nayab Singh Saini had announced a CBI probe after the family demanded it.
Three post-mortems were conducted, as requested by the family. The first was in Bhiwani, the second at PGI Rohtak, and the third at AIIMS Delhi. Manisha was cremated on August 21.
The case was also raised in the Vidhan Sabha. Former CM Bhupinder Singh Hooda said the incident raised fears about the safety of sisters and daughters. He added that the brutality of the culprits and the failure of the law and order system were evident. “Despite receiving the complaint, the police were negligent and did not try to find Manisha,” he said.
