CCTV footage from a Bihar Public Service Commission (BPSC) exam center on Friday shows chaos as a group of candidates stormed the storage area, tore question papers, and snatched them from others taking the test.
One of the clips shows candidates rushing into a room where exam officials were addressing complaints about a 40-45 minute delay in distributing question papers. The officials assured them that extra time would be given to make up for the delay, but the candidates were not satisfied.
The situation escalated as more candidates joined the group, pushing officials aside and raiding boxes containing the question papers.
Some tore up the papers, while others grabbed them and ran outside, distributing the papers to onlookers who had gathered due to the commotion. This was all captured on CCTV.
According to the police complaint filed by exam authorities, the sealed boxes of question papers and OMR sheets were opened and distributed to different rooms. However, when there was a delay in some rooms, candidates began creating a disturbance.
Officials tried to explain that the delay would be compensated with extra time, but the candidates demanded to know why the sealed boxes were not opened in their room.
Hearing the commotion, students from other rooms joined in, snatching and tearing question papers and attendance sheets. Rumors began to spread that the exam had been cancelled, causing more people to gather outside the center.
One candidate reportedly looted a packet of question papers from the storage area, broke the gate, and ran outside with a group, waving the packet. The candidates also entered several rooms, damaging attendance sheets and other materials.
Despite the chaos, the police and a magistrate on-site managed to bring the situation under control. The exam resumed, and 5,674 candidates were able to complete their tests under a controlled environment.
Authorities said the large number of candidates, spread across all five floors of the center, made it difficult to start the exam on time. The situation was further worsened by some candidates protesting about the sealed boxes not being opened in their rooms, which disrupted the distribution process.
