Centre to consider removing AFSPA, pull back troops from J&K, says Amit Shah

Union Home Minister Amit Shah announced on Tuesday that the central government will consider lifting the Armed Forces (Special Powers) Act (AFSPA) in Jammu and Kashmir. 

 

In an interview with the JK Media Group, Shah outlined plans to reduce troop presence in the Union Territory (UT) and entrust law and order responsibilities solely to the Jammu and Kashmir Police.

 

"We intend to withdraw troops and entrust law and order duties to the Jammu and Kashmir Police alone. Previously, the Jammu and Kashmir police lacked trust, but now they are leading operations," Shah stated.

 

Regarding the contentious AFSPA, Shah indicated a willingness to review its application, noting, "We will also consider revoking AFSPA."

 

The AFSPA grants sweeping powers to armed forces personnel operating in disturbed areas, including the authority to search, arrest, and use force to maintain public order. Areas or districts are designated as disturbed under AFSPA to facilitate military operations.

 

Shah highlighted progress in reducing AFSPA's application in northeastern states, noting its continued enforcement in Jammu and Kashmir. He acknowledged mounting demands for AFSPA's revocation from various quarters in Jammu and Kashmir and northeastern states.

 

Addressing assembly elections in Jammu and Kashmir, Shah assured they would be conducted before September, aligning with the Supreme Court's directive. Shah emphasised Prime Minister Narendra Modi's commitment to establishing democracy in Jammu and Kashmir, aiming for a more inclusive and representative political landscape.

 

Touching upon issues concerning SC, ST, and OBC reservations, Shah highlighted the Modi government's efforts to empower marginalised communities in Jammu and Kashmir. He highlighted the introduction of OBC reservations and one-third reservation for women in local bodies, along with special provisions for displaced persons from Pakistan-occupied Kashmir.

 

Shah dismissed objections raised by National Conference (NC) leader Farooq Abdullah and PDP chief Mehbooba Mufti, emphasising their lack of credibility. He criticised their failure to address reservation issues during their tenure and pointed out discrepancies in their track record.

 

Shah pledged continued dialogue with Kashmiri youth while rejecting engagement with organisations with ties to Pakistan. He reaffirmed India's commitment to reclaiming Pakistan-occupied Kashmir, asserting that every Kashmiri, irrespective of religious affiliation, aspires for its return.

 

Highlighting improvements in security parameters, Shah cited significant declines in terror incidents and casualties. He attributed these positive trends to public cooperation and reiterated the government's resolve to maintain peace and combat terrorism in the region.
