Chhattisgarh revises Naxal rehab: Land, aid, jobs offered

The Chhattisgarh government has rolled out a comprehensive rehabilitation policy for victims of Naxal violence and surrendered insurgents, offering land, financial aid, and employment opportunities. Compensation for affected families and incentives for intelligence-sharing have been significantly increased to aid reintegration efforts.

In a bid to address the enduring impact of Naxal violence, the Chhattisgarh government has introduced the ‘Chhattisgarh Naxal Surrender/Victim Relief and Rehabilitation Policy-2025.’

 

The newly approved framework extends compensation, employment, and legal aid to both victims of Maoist insurgency and surrendered Naxalites, an official stated on Saturday.

 

Under the policy, compensation for families of informers (‘gopniya sainik’) killed while aiding anti-Naxal operations has been doubled from ₹5 lakh to ₹10 lakh, over and above central scheme benefits. Similarly, the financial aid for those who suffer permanent disability has been raised from ₹3 lakh to ₹5 lakh.

 

To assist civilian victims, the state will provide 1.5 hectares of agricultural land or 4 decimals (1,742 sq ft) of residential land in urban zones.

 

If land is unavailable, rural victims will receive ₹4 lakh, while those in urban areas will be granted ₹8 lakh. Families opting to purchase agricultural land within three years of the incident will be exempt from stamp duty and registration charges for up to two acres.

 

For civilian deaths due to Naxal violence, if a government job is not feasible for the family, financial aid of ₹15 lakh will be extended—₹10 lakh to the spouse or children and ₹5 lakh to the parents. Special employment schemes have also been introduced for affected individuals.

If a victim secures a private sector job, the government will subsidise 40% of the salary for five years, capped at ₹5 lakh annually.

 

Children of victim families will be entitled to free education in Prayas Residential and Eklavya Model Schools. Those preferring private institutions will be prioritised under reserved Right to Education (RTE) seats.

 

Additionally, students pursuing higher education or vocational training will receive an annual scholarship of ₹25,000.

 

For surrendered Naxalites, a one-time cash assistance of ₹50,000 will be provided, along with additional financial incentives for weapon surrenders—₹5 lakh for a Light Machine Gun (LMG), ₹4 lakh for an AK-47, and ₹2 lakh for an INSAS or Self-Loading Rifle (SLR).

 

Unmarried or widowed surrendered Naxalites will receive ₹1 lakh for marriage expenses within three years of surrendering.

 

Further, those surrendering with a bounty of ₹5 lakh or more will be allotted either 4 decimals of urban land or 1 hectare of agricultural land. In case of non-availability, ₹2 lakh will be granted for acquiring immovable property.

 

Additionally, incentives have been introduced for intelligence sharing—₹15,000 for aiding in the seizure of an improvised explosive device (IED) weighing 5 kg or more, ₹25,000 for IEDs above 10 kg, and ₹1 lakh for recovery of a ‘large dump’ comprising automatic weapons and 20 kg or more of explosives.

 

Revised rewards have also been introduced for lower-rung Naxalites based on their hierarchy within the outlawed outfit.

 

To incentivise large-scale surrenders, the state has sanctioned ₹1 crore in developmental works for every village panchayat where all Naxal members and militia surrender.
