Himachal Pradesh BJP chief spokesperson Rakesh Jamwal on Tuesday said the Congress government in Himachal Pradesh has made a mockery of important administrative appointments.
He stated that the appointment of senior IAS officer Sanjay Gupta (1988 batch) as regular Chief Secretary, just five days before his retirement, reflected this government’s confused and unstable administrative functioning.
Jamwal said Sanjay Gupta had already been serving as acting Chief Secretary with additional charge since October 1, 2025. He added that formalising his appointment just days before his retirement had raised serious questions about the government’s intent and priorities. He alleged that the Congress government was functioning in an authoritarian manner and was pressuring officers in administrative decisions.
Jamwal said instead of strengthening the administrative system, the government was focusing on politically motivated decisions. He added that appointing someone to such a crucial post for a very short period was an insult to the administrative system and negatively affects the morale of officers.
Jamwal also said the key appointment had come at a time when serious allegations and controversies related to Sanjay Gupta were already under public discussion. He referred to allegations linked to the Chester Hill matter, saying questions are being raised in the public domain.
He said the matter had also been challenged in the High Court. In the petition, issues related to FIRs on corruption and vigilance clearance have also been raised against Sanjay Gupta.
Despite this, he said, the Congress government proceeded with the appointment, ignoring transparency and administrative accountability.
The BJP leader said transparency in administrative decisions has completely disappeared under the Congress government and accused it of favouritism. He added that people of Himachal Pradesh are watching the situation closely, and the Congress will have to answer for its actions in the coming days.
