Election Commission of India (ECI) observer C Murugan has faced repeated protests while overseeing the Special Intensive Revision (SIR) of electoral rolls in West Bengal, prompting the Commission to seek a detailed report from state Director General of Police (DGP) Rajeev Kumar.

A few days ago, Murugan’s vehicle was allegedly attacked during a visit to Magrahat in South 24 Parganas. Following the incident, the ECI wrote to the DGP expressing serious concern over inadequate security arrangements provided to Electoral Roll Observers during their field visits, particularly in South 24 Parganas and South Kolkata.

According to the Commission’s letter, Murugan submitted a report on December 30 detailing the incidents. The report stated that security arrangements at SIR hearing camps in Magrahat-1, Magrahat-2 and Kulpi blocks were insufficient. During these visits, the observer reportedly entered sensitive areas where slogans were raised, crowds gathered, and his vehicle was attacked.

An FIR was registered on December 29 against 30 to 40 unidentified persons in connection with the alleged attack and related disturbances.

The ECI has questioned why such incidents occurred despite prior intimation to the police about Murugan’s visit. In its communication, the Commission held the police administration responsible for what it described as “serious negligence” and asked the DGP to submit an explanation by 5 PM on January 6. The Commission has also directed the state authorities to ensure adequate security for all officials involved in the SIR process, including Electoral Roll Observers.

When contacted after the Magrahat incident, Murugan declined to comment in detail but said, “I will not say anything about this. But yes, I have come to do my job. I went to visit and see how the hearings were going. What is the problem here? I have already informed the CEO about the entire incident.”
