In Dehradun, police will now register an FIR against a pet owner if their dog bites a person.
The decision comes in the wake of rising cases of dog attack, especially involving aggressive breeds such as Rottweilers. In response, the Dehradun Municipal Corporation (MC) has framed new rules for pet ownership.
Under the Dehradun Dog Licensing Bylaws-2025, apart from issuing a mandatory challan, an FIR can also be registered against the owner if a pet dog attacks someone. The Municipal Corporation will also have the authority to take the dog into its custody.
As per the bylaws, which will come into force after their publication in the official gazette, it will be compulsory to obtain a licence for dogs older than three months. The licence will be valid for one year from the date of registration or renewal.
The rules also state that an anti-rabies vaccination certificate issued by a veterinarian must be submitted at the time of registration.
