Jammu and Kashmir Chief Secretary Atal Dulloo

Jammu and Kashmir Chief Secretary Atal Dulloo said on Friday that security forces were fully ready to respond to any emerging challenges posed by both internal and external elements in the Union Territory.

He said multiple challenges exist, including infiltration attempts, also weather-related and terrain-specific difficulties, which are often exploited by adversaries.

Dulloo said, “Adversarial elements, including hostile forces from across the border, who are trying to disturb the peace in the Union Territory, will continuously try to disrupt law and order.”

“Pakistan and its terror networks are constantly trying to ensure that the law and order situation in Jammu and Kashmir deteriorates, so that they can take advantage of the element of surprise,” he said.

While expressing confidence in the security apparatus, the Chief Secretary said all agencies remain on high alert.

“The Army, paramilitary forces, Jammu and Kashmir Police and intelligence agencies are fully alert and prepared to give a befitting response to every conspiracy,” he added.

He said the situation in J&K during 2025 was largely peaceful and under control, reflecting tight security arrangements and strong response by the security forces.

“Leaving aside one major incident—the Pahalgam attack—the overall security situation in 2025 was largely under control. This reflects the strong response and operational effectiveness of the security forces, which achieved significant successes,” Dulloo said. As many as 26 people, mostly tourists from different parts of the country, were gunned down by terrorists in broad daylight in Pahalgam on April 22, 2025.

“If we look around on all sides, there is strong dominance of the security forces. Several successes were also achieved by them, whether it was Operation Mahadev or the busting of the module that was involved in the attack in Delhi,” he said.

Addressing concerns about challenges in 2026, the Chief Secretary said every effort was being made to ensure effective control and domination by security forces, so that terrorists do not achieve any success.

Referring to recent Pakistan-sponsored multiple drone sightings along the India-Pakistan border, Dulloo said the use of drones to smuggle weapons and narcotics poses a serious threat, but it is being dealt with effectively.

“Our Army, BSF, police and other security forces are fully capable of handling these challenges and are taking all necessary steps,” he said.
