From Immigration to Education: Haryana's multi-pronged approach with new Legislative reforms

The Haryana Assembly recently concluded its week-long Budget session with the passing of nine significant bills, including measures aimed at curbing illegal immigration and regulating private coaching institutions in the state.

 

The Haryana Registration and Regulation of Travel Agents Bill, 2024, was introduced to address the growing concern of fraudulent activities by unregistered travel agents. Home Minister Anil Vij highlighted the need to tackle the serious issue of unscrupulous agents who deceive innocent youth with promises of easy immigration to foreign countries.

 

The bill mandates registration for all travel agents and imposes strict penalties, including imprisonment and fines, for involvement in human smuggling or forging documents. Another key legislation, the Haryana Registration and Regulation of Private Coaching Institutes Bill, 2024, aims to regulate private coaching institutions to safeguard the interests of students and their guardians.

 

Higher Education Minister Mool Chand Sharma emphasized the importance of preventing misleading advertisements and false information by coaching institutes. The bill establishes district-level authorities to register and regulate these institutions, with provisions for grievance redressal.

 

Additionally, the assembly passed bills such as the Haryana Honourable Disposal of Dead Body Bill, 2024, which addresses the respectful handling of deceased individuals, and The Haryana State Sports Associations (Registration and Regulation) Bill, 2024, which aims to oversee sports associations' functioning.

 

Moreover, the Hisar Metropolitan Development Authority Bill, 2024, was passed to address urban governance challenges and infrastructure deficits in the rapidly growing Hisar metropolitan area.

 

The passage of these bills reflects the state government's commitment to addressing various social and administrative issues affecting Haryana. By implementing stringent regulations and establishing regulatory bodies, the government aims to ensure transparency, accountability, and the protection of citizens' rights across different sectors.

 

Overall, these legislative measures underscore the government's proactive approach towards governance and its efforts to create a conducive environment for socio-economic development and the well-being of the people of Haryana.
