Haryana Director General of Police (DGP) OP Singh.

Haryana DGP OP Singh on Monday said the anti-terror setup in the state's National Capital Region (NCR) has been further strengthened. This comes a week after a “white collar” terror module was busted and explosives were recovered mainly from Faridabad.

He said alert citizens could play a vital role in the fight against terrorism by acting as the eyes and ears of the police.

The DGP said central intelligence agencies, Delhi Police, and officers from Uttar Pradesh involved in anti-terror operations attended a meeting in Faridabad on Sunday.

“We shared information and status updates. When security agencies work together, one plus one equals 11,” he said. "...But the most effective weapon in the fight against terrorism is - the #alert common citizen. As soon as you spot any suspicious person, activity, or object, call '112' (helpline) or inform the local police. This will deny terrorists a place to hide, and they won't get a space for their planning and operations, and their plans can be thwarted in time,” Singh added in the post.

“But the strongest weapon against terrorism is the alert citizen. If you see any suspicious person, activity, or object, call the 112 helpline or inform the local police. This stops terrorists from finding places to hide or plan, and their plots can be foiled in time,” he said.

Singh said vigilant citizens could truly become the eyes and ears of the police in the fight against terrorism.

He gave an example from the United States. “Before the attack on the World Trade Centre in the United States, Al-Qaeda terrorists were only training for takeoff. If the trainer had noted that they were not interested in landing and informed the local police, their plan would have been prevented,” he said.

He said Israel was able to prevent many terror attacks because its citizens were always watchful. If people notice anything suspicious, they report it immediately, he added.

He also recalled a recent incident in Karnal where a hotel employee informed police about a man using a suspicious identity card to book a room.

"After an intensive overnight inter-district operation, he was apprehended. After questioning, the matter turned out to be something else, but the vigilant hotel employee had done his job," he said.

“You too become the eyes and ears of the police against #terrorism. Immediately inform the police on 112 about any suspicious person, activity, or object,” his post added.

He said public safety was a constant effort. “It's like oxygen. Even a slight decrease can be suffocating,” he said. "Threats come from all sides… terrorism is a different kind of madness,” he said. He said terrorists target ordinary people and aim to spread fear.

“To stop them, there is a comprehensive system, from state police to central agencies. It works day and night,” he said.

Just hours after the terror module linked to Jaish-e-Mohammed and Ansar Ghazwat-ul-Hind was busted on November 10, a high-intensity blast hit a slow-moving car near Delhi’s Red Fort, killing 13 people.

Police seized around 2,900 kg of explosives after busting the module, which stretched across Jammu and Kashmir, Haryana, and Uttar Pradesh.
