In a major push to strengthen Haryana's power sector, the Distribution Reforms Committee (DRC), chaired by Chief Secretary Anurag Rastogi, has cleared additional infrastructure projects worth Rs 912.70 crore under the Revamped Distribution Sector Scheme (RDSS).
The approval will help upgrade the state's electricity distribution network on a large scale. The committee has also decided to forward the proposal to the Power Finance Corporation (PFC) and the Ministry of Power for consideration by the RDSS Monitoring Committee, according to an official statement.
The decision comes as Haryana's power distribution companies continue to rank among the country's best-performing utilities. The state has recorded a significant reduction in power losses while improving overall operational efficiency.
During a review meeting held on Friday, the Chief Secretary assessed the progress of RDSS projects being implemented by Dakshin Haryana Bijli Vitran Nigam Ltd (DHBVNL) and Uttar Haryana Bijli Vitran Nigam Ltd (UHBVNL). He noted that Haryana's power sector has undergone a major transformation in recent years.
One of the key achievements highlighted during the meeting was the sharp decline in Aggregate Technical and Commercial (AT&C) losses. DHBVNL reduced its losses from 16.93 per cent in 2020-21 to 9.54 per cent in 2024-25, while UHBVNL brought them down from 17.21 per cent to 9.33 per cent during the same period.
Both utilities have performed much better than the national average loss level of 15.04 per cent. Officials said this reflects the success of Haryana's continued focus on reforms and efforts to curb distribution losses.
Energy Department Commissioner and Secretary Ashima Brar said billing efficiency has improved steadily from 82.95 per cent in 2020-21 to 90.12 per cent in 2024-25. This is higher than the national average of 87.59 per cent. She added that collection efficiency has remained close to 100 per cent, reflecting strong financial management by the state's power utilities.
Under RDSS, projects worth Rs 5,165.61 crore have been sanctioned for DHBVNL and Rs 1,527.54 crore for UHBVNL. Together, the approved projects account for nearly Rs 6,700 crore. Works worth more than Rs 5,071 crore have already been awarded, while other projects are at different stages of tendering and execution.
The newly approved package of Rs 912.70 crore includes Rs 169 crore for loss-reduction works in Palwal Circle, covering Palwal and Nuh districts. It also includes Rs 414 crore for setting up 30 new 33-kV substations and upgrading 72 existing ones, along with Rs 329.70 crore for SCADA and Distribution Management System (DMS) projects in Hisar and other towns.
Managing Director of UHBVN and DHBVN Vikram Singh said the new substation projects will add nearly 1,175 MVA of transformation capacity to the state's power network. This will strengthen the system and improve the reliability of electricity supply for domestic, agricultural and industrial consumers.
He said the SCADA and DMS projects would enable real-time monitoring and management of the electricity network. These systems will help detect faults faster, restore power more quickly and improve services for consumers.
Chief Secretary Anurag Rastogi stressed the need to complete all approved projects within the stipulated timeframe so that people across Haryana can benefit from a stronger, smarter and more dependable power distribution system.
He said Haryana's success in reducing line losses, improving billing and collection efficiency, and strengthening infrastructure has positioned the state among the leaders in power sector reforms.
