Haryana DGP Kapoor sent on leave in IPS suicide case

Haryana government issued a statewide directive on Sunday, urging strict vigilance and coordinated efforts to maintain communal harmony and law and order.

On Tuesday, sources reported that Haryana Director-General of Police (DGP) Shatrujeet Kapur has been placed on leave amid the controversy surrounding the death of IPS officer Y Puran Kumar, who allegedly died by suicide at his Chandigarh residence on October 7. 


In a final note left behind, Kumar accused eight senior police officers, including DGP Shatrujeet Kapur, of “blatant caste-based discrimination, targeted mental harassment, public humiliation and atrocities.”


In response to the developments following Kumar’s death, the Haryana government issued a statewide directive on Sunday, urging strict vigilance and coordinated efforts to maintain communal harmony and law and order. 


The directive, issued by the General Administration Department (Political Branch-I), was sent to senior administrative and police officials across the state, including the Additional Chief Secretary (Home), Director General of Police (DGP), all Divisional Commissioners, Additional Directors General of Police (ADGPs), Inspectors General (IGs), Deputy Commissioners, and Commissioners/Superintendents of Police.


The circular emphasised the “urgent need to maintain strict vigil and ensure communal harmony across all districts and divisions” due to the tensions and public sensitivity surrounding Kumar’s death.

It instructed all officers to closely coordinate with local organisations and community leaders, continuously monitor the situation, and take all necessary measures to uphold peace and public order. The directive further mandated that any developments with the potential to disturb communal harmony be addressed immediately, with timely reports submitted for review.


The communication, issued with the approval of the competent authority, highlights the state government’s focus on maintaining peace and stability amid growing attention to the circumstances of Kumar’s death. A copy of the order was also forwarded to the Additional Director General of Police (CID), Haryana, for information and necessary action, referencing his earlier communication dated October 11.
