Haryana issues new fire safety certificate guidelines

Haryana has issued new guidelines for the grant and renewal of Fire Safety Certificates (FSC), replacing the old system with a technology-based, transparent and time-bound process, an official statement said.

 

Framed under the Haryana Fire and Emergency Services Act, 2022, the new policy introduces an empanelled agency system and an automated online approval process, which is expected to significantly reduce delays.

 

Under the revised procedure, FSCs for both new applications and renewals will be notified automatically through an online portal once the application is backed by a certification report from an empanelled agency.

 

Issued on December 9, the policy is likely to ease inspection-related bottlenecks and bring greater predictability and convenience for applicants, the statement stated.

 

Financial Commissioner and Additional Chief Secretary (Revenue and Disaster Management) Sumita Misra said the new system aims to deliver services faster while maintaining strict fire safety standards.

 

To ensure transparency and fairness, the inspection agency will be selected randomly by the online system for each division concerned.

 

The policy also maintains strong government oversight. A fire officer will physically verify 25 per cent of cases, while the joint director (Technical) will verify 10 per cent of cases on a random basis within 30 days of certificate issuance.

 

The agencies must meet stringent eligibility criteria, including the requirement that the lead member possesses a Bachelor of Engineering (Fire) or equivalent qualification, with a minimum of four years of experience in fire protection systems or service in a government fire department.

 

These agencies will carry out detailed fire safety audits, including checks on fire hazards, electrical safety, sprinklers, hydrants and overall emergency preparedness.

 

The new policy is set to be fully implemented by March 31, 2026, marking a major reform in Haryana’s fire safety regulatory framework, the statement added.
