A petition has been lodged in the Punjab and Haryana High Court challenging the sealing of borders and suspension of mobile internet services by the Haryana government ahead of the farmers' protest march to Delhi on February 13.

 

The petitioner, Uday Partap Singh, hailing from Panchkula, has urged the court to intervene against what he termed as "obstructive" actions by the governments of Haryana, Punjab, and the Centre, asserting that they impinge upon fundamental rights and are unconstitutional.

 

Scheduled for hearing on Tuesday, the petition arises amidst the announcement by farmer outfits, the Samyukta Kisan Morcha and Kisan Mazdoor Morcha, of their intentions to march to Delhi, pressing for various demands, including a law ensuring a minimum support price for crops.

 

Singh's plea particularly targets the "unlawful" sealing of the Haryana-Punjab border, especially at Shambhu near Ambala, alleging it impedes farmers' rights to peaceful protest. He also contests the suspension of mobile internet services and bulk SMS in several districts, arguing they curtail citizens' right to information and communication.

 

The petition further underscores the inconvenience caused by road blockades, hindering the movement of essential services like ambulances and school buses, and affecting professionals' ability to reach their workplaces promptly.

 

Additionally, Singh alleges that the imposition of Section 144 in certain districts and the placement of barricades and obstacles on roads aim to suppress dissent and democratic expression.

 

The plea contends that such actions not only violate fundamental rights enshrined in the Constitution but also undermine democratic principles and the rule of law.
