Himachal Guv stresses role of audits in democracy

Himachal Pradesh Governor Shiv Pratap Shukla on Friday said the strength of good governance depends greatly on the honesty and impartiality of accounting and audit professionals. He emphasised that their careful monitoring transforms policies into results, ultimately benefiting the citizens who trust the state through their tax contributions.

 

He was addressing the inaugural ceremony of Audit Week 2025, organised on Friday by the offices of the Comptroller and Auditor General (C&AG) of India. The event was held on the theme “A Collaborative Commitment Towards Good Governance and Financial Prudence.”

 

Congratulating the officers and staff of the Indian Audit & Accounts Department, the Governor called the institution of the C&AG an indispensable pillar of democracy. He said it protects accountability, transparency, and good governance, ensuring that public money is not only spent legally but also used for public welfare. This, he noted, reinforces the foundation of trust between the state and its citizens.

 

Shukla said Audit Week is not just a formal event but a time to introspect on constitutional responsibilities. He said that the C&AG serves as a watchdog of financial accountability, making sure that honesty, transparency, and public interest guide every expenditure. The technical sessions, deliberations and formal events during Audit Week help in reviewing past work and planning stronger audit methods for the future.

 

Appreciating the department’s contribution towards financial transparency in Himachal Pradesh, the Governor said careful documentation and fact-based reports support better decision-making and facilitate good governance. He added that in a mountainous state like Himachal, where infrastructure, remote service delivery, environmental risks, and natural disasters are major challenges, audit interventions become even more critical to ensure that real benefits reach the grassroots level.

 

He expressed satisfaction that the audit offices in Himachal have adopted digital workflows, hybrid audit systems, and data analytics to enhance accuracy, efficiency, and transparency. He said excellence in audit depends on the competency of its officers, and it is a matter of pride that such a premier national training academy is based in Shimla.

 

He commended the sincerity and neutrality of the audit personnel, asserting that their integrity and dedication strengthen democracy and urged them to continue serving the state and the nation with the same commitment.

 

Director General of the National Academy of Audit & Accounts S. Alok shared details about the activities planned during Audit Week. He said that interactive sessions will help ensure that audit findings and recommendations are practical and actionable.
