Himachal Pradesh: License required for chain wood cutters

The Himachal Pradesh Forest Department is introducing a licensing system for chain woodcutters to prevent illegal deforestation. Similar to gun licenses, this system will regulate the use of these machines, which are often used for unauthorised tree cutting in forests.


Licenses will depend on the machine's horsepower, and smaller cutters may not require one. This step addresses the rapid destruction of forests caused by powerful chain woodcutters capable of felling trees within minutes.


Detailed rules are being prepared, and penalties, including fines and machine confiscation, will apply to those using these cutters without a license.


The department has started identifying the number of chain woodcutters in use. Panchayats have been asked to notify users to report to their Divisional Forest Officer (DFO).


This regulation aims to protect the state’s forests and promote responsible woodcutting. The licensing system will be implemented once guidelines are finalised.
