Himachal to introduce strict Bill against 'chitta' smuggling

The Himachal Pradesh government is set to introduce a Bill with stringent provisions to curb the smuggling and trade of 'chitta' (adulterated heroin) in the state, Deputy Chief Minister Mukesh Agnihotri announced in the Legislative Assembly. 


Addressing a discussion on a Private Member resolution moved by Congress MLA Kewal Singh Pathania, Agnihotri emphasised the need for a war-like approach to combat the growing drug menace.


He stated that the Prevention of Illicit Traffic in Narcotic Drugs and Psychotropic Substances (PIT-NDPS) Act has already been enforced in Himachal Pradesh. Under this law, any individual suspected of involvement in the 'chitta' trade can be detained for up to six months. 


The Deputy Chief Minister underscored the state’s commitment to eradicating the drug problem and reiterated that the upcoming Bill would further strengthen legal measures against drug trafficking.


Chief Minister Sukhvinder Singh Sukhu recently informed the Assembly that efforts to tackle the issue have yielded results, with the consumption of 'chitta' in the state reportedly declining by 30% over the past three years. 


However, concerns remain regarding the widespread impact of the drug trade, with many legislators urging stronger interventions.

During the discussion, Leader of the Opposition Jai Ram Thakur compared the state’s escalating drug crisis to the infamous problem in Punjab, referring to Himachal Pradesh as ‘rengta Himachal,’ a play on the title of the film ‘Udta Punjab,’ which depicted the rampant drug abuse in the neighbouring state. 


His remarks highlighted the severity of the situation and the urgent need for comprehensive action.


Congress MLA Kewal Singh Pathania, who introduced the resolution, called for a policy of "zero tolerance" against 'chitta' trade. He also stressed the importance of channeling more funds into sports activities to engage and divert youth from falling into drug addiction.


BJP MLA Trilok Jamwal, while acknowledging the steps taken by the government, argued that the current measures to combat 'chitta' smuggling are insufficient. He also voiced his opposition to the cultivation of cannabis, raising concerns that it could further contribute to the drug problem in the region. 


The discussion reflected a strong consensus across party lines on the need for urgent and decisive action to tackle the drug crisis in Himachal Pradesh.
