Former Haryana Chief Minister and Leader of Opposition Bhupinder Singh Hooda on Thursday welcomed the High Court verdict on the regularisation of guest teachers and urged the state government to implement the order without delay.
Hooda said the Supreme Court had earlier upheld the Congress government’s regularisation policy and the latest High Court decision has now paved the way for guest teachers to get permanent status.
Congratulating the guest teachers, Hooda alleged that the BJP government had repeatedly claimed that their appointments violated rules, but the court verdict had exposed those claims. He said the Congress government had appointed guest teachers to meet staff shortages in schools and improve the standard of education while following proper procedures and eligibility norms.
He said the Congress government had introduced regularisation policies on June 16 and June 18, 2014, for contractual employees. According to Hooda, those policies were later upheld by the Supreme Court, clearing the way for granting permanent status to eligible employees.
Hooda claimed the BJP government had questioned the policy several times and created uncertainty among contractual workers. He said the latest court verdict has now secured the future of nearly 20,000 contractual employees in Haryana.
The Congress leader also criticised the BJP government, alleging that none of its employment-related policies had stood the test of judicial scrutiny. He further alleged that the government failed to provide permanent jobs and could not safeguard the interests of workers recruited under the Skill Corporation.
Hooda said the verdicts of both the Supreme Court and the High Court marked an important development in Haryana’s administrative history. He termed the decisions a major relief for thousands of contractual employees and their families and described them as a victory for justice.
