Himachal Pradesh Public Works Minister Vikramaditya Singh announced that the central government has approved a Rs 50 crore grant for setting up Municipal Shared Services Centres (MSSCs) under the 15th Finance Commission.
This approval comes after continuous efforts by the state government.
Singh stated that the state, under the leadership of Chief Minister Sukhvinder Singh Sukhu, is working to modernize urban local bodies by tackling issues like staff shortages, financial constraints, and lack of technical support. The new MSSCs will improve governance and municipal services.
These centers will help streamline essential services such as issuing birth and death certificates, trade licenses, and handling public grievances, similar to Passport Seva Kendras. They will also serve as hubs for accounting, payroll management, vendor payments, tax collection, waste management, and other municipal functions, making operations more efficient, especially in smaller urban areas.

The minister highlighted that the state government has been actively securing funds for urban development. The Rs 50 crore grant will be used to create three clusters of urban local bodies, ensuring a more efficient and technology-driven municipal administration.
The Ministry has already sent a proposal for fund release, which will also benefit Assam, Arunachal Pradesh, and Nagaland. The funds will be disbursed in two phases—50 per cent at sanction and the rest after MSSCs are operational.
To ensure smooth implementation, a reputed third-party organisation will monitor and evaluate the project. Singh emphasised that the MSSC model will help reduce costs, optimise resources, and enhance service delivery for urban residents across Himachal Pradesh.
