HP State Commission for Women Needs More Teeth: Vidya Negi

Vidya Negi, Chairperson of the Himachal Pradesh State Commission for Women, believes the institution needs stronger statutory powers to function more effectively and serve as a real deterrent against crimes targeting women.

Vidya Negi, Chairperson of the Himachal Pradesh State Commission for Women, believes the institution needs stronger statutory powers to function more effectively and serve as a real deterrent against crimes targeting women. A seasoned political figure with over three decades of experience at the state and national levels, the 52-year-old leader from Manali combines her political acumen with grassroots activism focused on social and economic empowerment, particularly of rural women.


Having grown up in the remote Banjar Valley of Kullu district, Negi says her early exposure to caste-based discrimination and social injustice shaped her lifelong commitment to activism. Over the years, she has been associated with several groups working on natural resource management and environmental protection in Himachal Pradesh.


Since assuming office in June last year, Negi has prioritised making the Commission more accessible and responsive. “This is a golden opportunity to translate my sensitivity toward women’s issues into concrete action,” she says. Determined to create a safe and approachable platform, she has streamlined complaint mechanisms to ensure women can approach the Commission without fear or procedural hurdles. She has also taken suo motu cognisance of cases of harassment and crimes against women reported in the media to expedite justice for victims.

The Commission handles a wide spectrum of complaints, ranging from domestic violence and workplace harassment to property disputes where women are denied their legal rights. While Himachal Pradesh is often regarded as a relatively peaceful and literate state, Negi notes with concern that domestic violence and harassment cases are prevalent in both urban and rural areas.

 

“When I took charge, around 1,500 cases dating back to 2021–22 were pending. We prioritised clearing the backlog and have reduced the number to about 800,” she says. In 2023–24 alone, approximately 100 fresh complaints were registered. Alongside formal proceedings, the Commission resolves many cases through mediation and conducts field visits to raise awareness about women’s rights and legal remedies.

 

Addressing the paradox of rising complaints despite high literacy levels, Negi observes that such cases always existed but were previously suppressed. 

Increased education has emboldened women to step forward. However, social and familial pressures often lead victims to withdraw complaints midway.

 

“Women, especially those with children, worry about their families and often succumb to emotional and societal pressures,” she explains, stressing the need to further empower women to stand firm in their pursuit of justice.

 

On the question of strengthening the Commission, Negi is candid. “We do need more powers. At present, the Commission has recommendatory authority and cannot take direct action. We can issue notices and seek responses, and the police generally cooperate, but there are gaps.” She plans to organise a workshop with legal and policy experts to deliberate on ways to make the Commission more effective and to recommend amendments to the existing Act to enhance its authority.

 

The Commission is also grappling with staff shortages, as vacancies created by retirements have not been filled over the years. Negi says the matter has been consistently taken up with the state government.

 

Looking ahead, her vision includes expanding awareness campaigns for women and girls, focusing on legal literacy, gender equity, and pressing issues such as drug abuse among youth.
