Himachal Pradesh Technical University (HPTU), Hamirpur, has cleared an annual budget of ₹ 76.07 crore for the financial year 2026-27, aiming to strengthen technical education, research and innovation in the state.
According to an official press release, the budget was approved after detailed discussions in a Finance Committee meeting chaired by Vice-Chancellor and Secretary Technical Education Abhishek Jain. The university’s board of directors also gave its approval to the budget.
Chief Minister Thakur Sukhvinder Singh Sukhu said the university’s objective is not limited to providing conventional education, but also to encourage students to actively engage in innovation, research and co-curricular activities. He said the approved budget would help promote academic excellence along with the overall and holistic development of students.
The Chief Minister added that special emphasis would be laid on entrepreneurship development programmes, industrial exposure and skill-based training, so that students gain practical experience and become self-reliant.
Vice-Chancellor Jain said the university plans to launch PhD programmes soon, which will be implemented both on the main campus and affiliated institutions. He said the initiative will strengthen the research ecosystem and improve higher education standards in the state.
He added that the budget reflected a progressive vision focusing on education, research, skill development and entrepreneurship, which will further strengthen the technical education sector in Himachal Pradesh.
A dedicated budget has been introduced for the first time to promote research and innovation. The university has allocated ₹ 3 crore for modern laboratories, equipment and technical infrastructure, and ₹ 1 crore for books, e-books and research journals to improve academic quality.
The university will also introduce provisions for awarding honorary PhD degrees to distinguished personalities who have made notable contributions in academics, research, industry and society. In addition, each PhD supervisor will receive an incentive of ₹ 50,000 after the successful completion of a scholar’s research work.
A comprehensive proposal will be prepared for smooth implementation of the PhD programme, including academic structure, regulations, eligibility criteria, admission procedures, research guidelines, evaluation methods and financial arrangements.
To promote holistic student development, the budget for sports and cultural activities has been increased from ₹ 25 lakh to ₹ 55 lakh. Special provisions have also been made for student clubs, campus placements, soft skills development, industrial training, gender sensitisation programmes, and incentives for students and faculty members.
An allocation of ₹ 2 crore for entrepreneurship development programmes and ₹ 1 crore for industrial exposure and training reflects the university’s focus on encouraging students to become job creators rather than job seekers. Additionally, Rs 70 lakh has been earmarked for student activities and skill development initiatives.
