Southern Railway is stepping up enforcement against passengers who disturb fellow travellers by playing music loudly, watching videos without headphones or speaking at high volume on mobile phones. Complaints have highlighted noise-related disruptions inside train coaches and on platforms, especially in enclosed air-conditioned compartments.
Divisions have been instructed to inform passengers about the rules governing nuisance and disruptive conduct on railway premises. Under Section 145 of the Railways Act, 1989, people found creating a nuisance may face legal action, including fines or removal from railway premises, depending on the circumstances.
Authorised railway commercial staff, including ticket examiners of the prescribed rank, may also impose penalties of up to Rs 1,000 wherever such action is permitted under the applicable rules.
Passengers who refuse to stop the disturbance after being instructed by authorised railway personnel could face more serious consequences where the relevant legal provision applies. These may include a fine of up to Rs 5,000, simple imprisonment for up to six months, or both.
Announcements and notices planned across divisions
To encourage compliance, Southern Railway has directed its divisions to use public address systems for announcements in regional languages, Hindi and English. Notices and warning stickers will also be used to remind passengers of the restrictions, particularly inside coaches where excessive noise can inconvenience other travellers.
Passengers have been advised to use earphones or headphones while listening to music or watching videos. They should keep mobile phones on silent or vibration mode, reduce ringtone volumes and avoid loud conversations, particularly during night journeys.
The Railway Board had earlier expressed concern over loud phone conversations, extended calls and objectionable ringtones in a communication issued on July 23, 2012. The latest awareness campaign reiterates the need for responsible behaviour and consideration for fellow passengers.
The maximum penalties do not mean that every instance of loud audio will automatically result in the highest punishment. Action will depend on the nature of the conduct, the circumstances and the legal provision applicable to the case. Passengers have been advised to follow directions issued by railway officials and use personal audio devices in a considerate manner to help maintain a peaceful travel environment.
