The Karnataka Cabinet has reaffirmed its earlier decisions on internal reservation for Scheduled Castes and approved key changes aimed at streamlining recruitment, including withdrawing and reissuing job notifications and introducing a 400-point roster system.
Addressing reporters after the meeting, Karnataka Law and Parliamentary Affairs Minister H. K. Patil on Thursday said the Cabinet reiterated its commitment to implementing internal reservation within the 15 per cent SC quota and accelerating long-pending recruitment across departments. “The Cabinet has ratified decisions taken in earlier meetings on April 16 and April 24 and approved certain modifications related to reservation policies,” Patil said.
He explained that the government will enforce internal reservation within the 15 per cent quota for Scheduled Castes in specified proportions and revise recruitment notifications accordingly, with a 400-point roster system to be followed. Patil added that in cases where fewer than three roster points are allocated to SC candidates in a recruitment cycle, all 101 Scheduled Caste communities will be allowed to compete under the SC general category.
He further stated that recruitment notifications issued without incorporating internal reservation will be withdrawn and reissued in line with the updated policy framework.

“If the Supreme Court of India permits a 24 per cent reservation for SC/ST, then the six per cent backlog vacancies will also be filled,” he said, adding that the government will take immediate steps to fill 56,432 sanctioned posts.
The latest move follows the Cabinet’s April 24 decision approving a revised formula for internal reservation within the existing 15 per cent SC quota, clearing the way for stalled recruitment processes. Under the revised structure, 5.25 per cent reservation has been allocated each to the ‘right-hand’ and ‘left-hand’ groups, while around 4.5 per cent has been earmarked for other Scheduled Castes, including nomadic communities.
Chief Minister Siddaramaiah had earlier stated that the categorisation was determined proportionately within constitutional limits. “From tomorrow, recruitment will begin with the issuance of fresh notifications,” he had said following the April 24 Cabinet meeting.
He also noted that the SC quota remains fixed at 15 per cent and ST at three per cent, in line with the 50 per cent ceiling established by the Indra Sawhney case, while highlighting that the apex court has allowed internal reservation within constitutional boundaries.
