IPS officer's suicide: HC seeks progress report from police

The Punjab and Haryana High Court on Monday asked the Chandigarh Police to share the progress made in the probe into the alleged suicide of Haryana IPS officer Y Puran Kumar. The senior officer was found dead at his Sector 11 residence on October 7.

 

The direction came during the hearing of a plea filed by Ludhiana resident Navneet Kumar, head of the NGO Hope Welfare Society. He had requested that the case be handed over to the Central Bureau of Investigation (CBI). The petitioner said the move was necessary to uphold the integrity of the Indian Police Service, protect the rule of law, and ensure a fair probe without local influence or bias.

 

The petition, filed on October 17, is yet to be formally admitted. The court has not issued notice as the petitioner has so far failed to convince it why the case should be transferred to the CBI.

 

During Monday’s hearing, the bench of Chief Justice Sheel Nagu and Justice Sanjiv Berry again asked the petitioner to explain why the probe should be handed over to the central agency.

 

In reply, the petitioner’s counsel said there had been no real progress in the case and no arrests had been made yet. The lawyer also pointed out that a police officer linked to the case had also died by suicide, which strengthened the need for a CBI investigation.

 

The High Court sought an update from the Chandigarh Police on the current status of the probe and the evidence gathered so far.

 

The counsel for Chandigarh Police informed the court that a Special Investigation Team (SIT) had been formed by the administration but sought more time to present details of the progress made so far. The bench then deferred the hearing to Wednesday, directing the UT counsel to share the latest status report.
Kumar had left behind a nine-page “final note” in which he had named senior IPS and IAS officers, including Haryana DGP Shatrujeet Singh Kapur (now sent on leave) and former Rohtak SP Narendra Bijarniya. He accused them of harassment and humiliation on caste grounds.

 

Another police officer, Sandeep Lather, who had earlier detained one of Kumar’s aides in another case, also died by suicide later. He had reportedly accused Kumar and his family of harassment and blamed them for pushing him to take the extreme step.
