The Jammu and Kashmir cabinet on Tuesday recommended to LG Manoj Sinha that the autumn assembly session be summoned on October 13.
Sources said the cabinet meeting, chaired by Chief Minister Omar Abdullah this morning, was attended by all ministers. The upcoming session, according to sources, “will be brief and may last for seven days, from October 13 to 20.”
Under the Jammu and Kashmir Reorganisation Act, 2019, there must not be a gap of more than six months between the last sitting of one session and the first sitting of the next. The Act reads: “The Lieutenant Governor shall, from time to time, summon the Legislative Assembly to meet at such time and place as he thinks fit, but six months shall not intervene between its last sitting in one session and the date appointed for its first sitting in the next session.”
The last sitting of the Assembly session was held on April 29. Due to the rule, the next session must be held after duration of not more than six months. So the next session must be held by October 28.
Meanwhile, the statehood demand, reservation issues, and several other important issues are expected to dominate the house proceedings. There are also a number of other issues, like jobs, the announcement of relief packages for flood victims and horticulture farmers, which are also likely to be mentioned in the upcoming assembly session.
Job reservations and jobs in higher education remain one of the critical issues in Jammu and Kashmir, as the temporary “academic arrangements” have created hardships for educated youth and students pursuing higher education suffer.
The upcoming session is expected to be contentious, as lawmakers will try to corner the National Conference government over several unfulfilled promises. In the last Assembly session, three resolutions on statehood lapsed due to disruptions caused by the National Conference, following the rejection of an adjournment motion brought by its legislators on the Waqf (Amendment) Bill, 2025.
