In a stringent move, J&K's Health Department on Saturday ordered the suspension of Dr Sabia Salam, Medical Officer, for remaining absent from duty and skipping official Independence Day celebrations despite clear directions from the government. The order was issued by Medical Superintendent of district Bandipora in Kashmir.
Pertinently, J&K government had already issued official orders to all the departments including Education and Health department to attend the Independence Day function as a matter of duty. While majority of the offices followed these instructions, some observed in breach which is why they are facing the action like in this case.
According to the suspension order, Dr Sabia Salam failed to attend her scheduled duty on August 14, 2025, thereby adversely affecting patient care at District Hospital Bandipora. The order further states that on August 15, despite written instructions, she did not participate in the Independence Day function, without seeking prior permission or authorisation.The Medical Superintendent observed that such conduct amounts to “disrespect and disregard for a National Event and reflects indiscipline unbecoming of a Government servant.”
In exercise of powers under Rule 31 of the Jammu and Kashmir Civil Services (Classification, Control and Appeal) Rules, 1956, read with Article 128 of the Jammu and Kashmir Civil Service Regulations, Dr Sabia Salam has been placed under suspension with immediate effect, pending enquiry.Travel packages to Jammu and KashmirDuring the suspension period, she will remain attached with the Head of Department, Ophthalmology, District Hospital Bandipora, and will be entitled to subsistence allowance as per rules.
It may be mentioned that Kashmir has witnessed a huge change on the ground in terms of celebrating national day functions like Independence Day and Republic Day. This change is witnessed by way of whole-hearted participation which was seen in Tiranga Yatra on the eve of Independence Day led by LG Manoj Sinha and Chief Minisetr Omar Abdullah.
