As a part of national level activities on the day, the Jammu and Kashmir administration has issued guidelines and instructed all departments, district authorities, and public institutions to conduct Preamble reading ceremonies and awareness activities as part of Constitution Day observance on November 26.
In a circular issued by the General Administration Department, authorities were directed to ensure the wide participation of government officials, students, and local communities in events commemorating the adoption of the Constitution of India. Constitution Day, also known as Samvidhan Diwas, is marked annually to highlight the values and principles of the Constitution.
The instructions mandate programmes across government offices, public sector undertakings, educational institutions, Panchayati Raj bodies, and urban local bodies. Activities include debates, quizzes, public engagements, light and sound shows, and Preamble recitation.Officials said the administration has also circulated a concept note from the Government of India proposing innovative formats such as reading relays, digital engagement, projection mapping on heritage sites, and themed community initiatives to encourage broader public participation.
Further guidance from the Ministry of Parliamentary Affairs urges incorporation of youth-focused events such as storytelling, marathons, volunteer services, and cultural activities aligned with unity and constitutional responsibility.Divisional commissioners and Deputy commissioners have been asked to ensure a main event at SKICC Srinagar, with simultaneous programmes at district and subordinate levels.
Departments must also display the Preamble prominently in offices and conduct outreach both online and offline. Pertinently, the administration has sought detailed action-taken reports after the completion of the celebrations.Constitution Day or Samvidhan Divas is observed to commemorate the adoption of the Constitution by the Constituent Assembly on November 26, 1949.
While some of the provisions of the Constitution came into force immediately, the rest came into effect on January 26, 1950 when India became a republic.Significantly, President Droupadi Murmu will lead the Constitution Day celebrations in the historic Central Hall of the old Parliament building, marking the adoption of the Constitution on November 26, 1949.
