The Jammu and Kashmir Legislative Assembly, on Saturday, passed three important bills through a voice vote to bring governance reforms, promote social equity, and strengthen the judicial framework in the Union Territory.
The bills were moved by Chief Minister Omar Abdullah and later put to a vote by Speaker Abdul Rahim Rather.
With the National Conference enjoying a clear majority in the House, all three bills were passed smoothly without any opposition.
The House passed Legislative Assembly Bill No. 01 of 2026, which seeks to amend certain enactments to decriminalise minor offences, thereby promoting trust-based governance and improving the ease of living and doing business in Jammu and Kashmir.
It then passed Legislative Assembly Bill No. 02 of 2026, aimed at eliminating discrimination against persons affected by leprosy.
The bill ensures equal treatment, removes stigmatising provisions, and enables the government to fulfil its obligations through affirmative action.
The third bill, Legislative Assembly Bill No. 03 of 2026, proposes amendments to the Jammu and Kashmir Civil Courts Act, 1977 (Svt), with the objective of improving the efficiency and functioning of the judicial system. It was also passed without any objections.
Speaker Abdul Rahim Rather allowed members to raise their voices in favour or against the bills, after which each bill was passed unanimously.
