Intelligence and security agencies are ramping up efforts to dismantle the network of Over Ground workers (OGWs) in Jammu, who are aiding terrorists infiltrating from Pakistan.

 

The OGWs assist terrorists infiltrating from Pakistan by providing them with food, shelter, and guidance. These workers direct terrorists to various locations where terror incidents occur in the Jammu division.

 

In a significant development, Hakam Khan, an OGW from Rajouri, was arrested by the Reasi police in connection with the June 9 bus attack that resulted in the deaths of nine pilgrims.

 

Hakam allegedly transported three terrorists to the attack site in a forest area, where the bus returning from the Shiv Khori shrine was targeted.

 

Security sources indicate that approximately 35–40 foreign terrorists are active in the Jammu region, particularly in areas like Rajouri, Poonch, Kathua, and Reasi.

 

Despite a significant decline in local recruitment, terrorists have shifted their strategy from Kashmir to Jammu, taking advantage of the region's dense forests and mountainous terrain.

 

LG Sinha, DGP R.R. Swain, and the Army Chief have all stated that efforts are ongoing to dismantle the terror network in Jammu and Kashmir.

 

Additionally, the Doda police arrested four OGWs involved in aiding terrorists responsible for recent terror activities in the region.

 

During a high-level meeting attended by Army Chief General Upendra Dwivedi, J&K Lieutenant Governor Manoj Sinha, and other senior security officials, it was emphasised that the OGW network must be dismantled.

 

Intelligence reports indicate that after crossing the border, terrorists are received by guides near the Line of Control (LoC).

 

They are then taken to hideouts, often natural caves in forest areas, which are regularly changed to evade detection by security forces.

 

Sources reveal that OGWs provide terrorists with food, clothing, and other logistics, including internet access via mobile phones to communicate with their handlers in Pakistan.

 

The Union Home Ministry has directed the Army Intelligence, Intelligence Bureau (IB), Research and Analysis Wing (RAW), J&K Police, Border Security Force, and CRPF to coordinate efforts to prevent further attacks and eliminate over 50 terrorists currently in the division.

 

During his visit, the Army Chief also chaired a high-level joint security review meeting, which focused on thwarting terrorists' plans.
