Jharkhand approves Bill to boost tourism

The Jharkhand government has cleared the way for a new system aimed at ensuring world-class civic facilities at the state’s top tourist destinations. In a recent cabinet meeting, the government approved the Jharkhand Tourism Development and Registration (Amendment) Bill, 2025, paving the path for the establishment of a Jharkhand Tourism Area Authority.

 

This authority will function in tourist locations that fall outside the jurisdiction of urban local bodies (ULBs) and will be responsible for providing essential civic services such as waste management, encroachment control, and street lighting.

 

Popular sites, namely, Netarhat, Rajrappa, Patratu, and Madhuban have been identified under the Grade-A category, where the new system will be implemented.

 

At present, the upkeep of such tourist spots lies with Block Development Officers (BDOs) or Circle Officers (COs). However, officials say the remoteness of these locations makes regular monitoring difficult.

 

Netarhat, often referred to as the “Queen of Chotanagpur,” attracts a large number of tourists daily from Jharkhand as well as neighbouring states like Bihar and West Bengal.

 

The influx of visitors has boosted hotel growth in the area, but has also created mounting challenges related to waste disposal and basic infrastructure, which cannot be managed effectively from distant block headquarters.

 

Officials believe the proposed authority will address these gaps by assigning clear accountability and ensuring facilities are maintained locally.

 

“Once the authority is in place, tourists will directly benefit from improved services, which will also enhance Jharkhand’s image as a preferred travel destination and increase revenue,” said a senior official.

 

While the detailed structure of the new authority is yet to be finalised, departmental sources suggest it will be headed by the Deputy Commissioner, supported by a dedicated team.

 

The body will also enjoy certain powers similar to those of municipal bodies under the Jharkhand Municipality Act, 2011, including the authority to levy service charges and remove encroachments.

 

The bill is expected to be tabled in the upcoming session of the state assembly. Once passed, it will mark a significant step toward boosting tourism infrastructure in Jharkhand’s rural belts, ensuring both visitors and local communities’ benefit from sustainable development.
