Jharkhand readies for Caste based census, CM Champai approves proposal

The much-talked-about caste census will soon be conducted in Jharkhand. Chief Minister Champai Soren on February 17 approved a proposal for caste census in the State. The Personnel, Administrative Reforms and Rajbhasha Department will perform the work of the caste census.

With this Jharkhand will be the third State in the country to conduct caste census after Bihar and Andhra Pradesh.

 

The government led by former Chief Minister Hemant Soren also wanted to conduct a caste census in the State, but there was confusion as to which department would conduct it. In the State Executive Rules, the work of census is allotted to the Land and Revenue and Land Reforms Department, but the work of caste-based census was not allotted to any department in the executive rules.

After the order of the Chief Minister, the government resolved the issue. After the approval of the government, now the Personnel Department will prepare a proposal regarding the caste census.

 

The matter was also raised in the Assembly many times. Legislator Pradeep Yadav had brought this matter before the House asking whether the government was in favour of conducting caste census in the State or not. MLA Damodar Mahato also raised the matter in the House. Parliamentary Affairs Minister Alamgir Alam had assured that the government was in favour of caste census.

After the Minister's announcement, the Action Taken Report (ATR) was also presented on the assurance of the House.

 

It was said in the ATR that the Jharkhand government was in favour of conducting a caste-based census. But it was not clear which department would get it done. It was said in the ATR that the work of caste-based census is not related to the Rural Development Department, guidance was sought by the Rural Development Department in connection with the caste-based census.
