The Karnataka government is considering a ban on mobile phone use by students below the age of 16, citing rising concerns over social media addiction and its impact on young minds.
Chief Minister Siddaramaiah said the proposal was under active discussion and sought the views of vice-chancellors of state-run universities on restricting minors’ access to mobile phones on campuses.
“Today we are discussing this, and as you are all vice-chancellors here, I seek your opinion. Children are falling prey to drugs. Also, in line with various other countries like Australia, there is a thought to ban mobile phones among students. I want your opinion on this. We are looking at this,” Siddaramaiah said.
The Chief Minister underlined what he described as a growing obsession with social media among students, warning that excessive screen time was affecting behaviour, academic performance and mental health. He also voiced concern that unrestricted access to digital platforms could heighten minors’ exposure to harmful influences, including drug abuse.
Separately, Karnataka Electronics and IT/BT Minister Priyank Kharge told the Legislative Assembly that the government was consulting stakeholders on measures to encourage responsible use of artificial intelligence and social media, particularly among children.

The development comes amid similar deliberations in other states. The Goa government is examining a proposal to restrict children under 16 from accessing social media platforms such as Instagram, Facebook and X.
In Andhra Pradesh, Education Minister Nara Lokesh said the state was also exploring stricter curbs on minors’ access to social media, pointing to concerns over online harassment and the effect of excessive screen time on attention spans and academic outcomes.
Lokesh said the government had commissioned a study to review legal frameworks for ensuring age-appropriate access to digital platforms. It has also invited major technology companies, including Meta Platforms, X Corp., Google and ShareChat, to participate in a Group of Ministers meeting to assess global best practices and strengthen online safety mechanisms.
“Trust in social media is breaking down. Children are slipping into relentless usage, affecting their attention spans and education. Women are facing non-stop online abuse. This cannot be ignored. The Andhra Pradesh Government has decided to act,” Lokesh said in a post on X.
Karnataka’s proposal remains at the consultation stage, and a final decision will be taken after expert recommendations and stakeholder feedback are reviewed.
