Lahore HC hears plea on Sikh pilgrim’s 'visa rule' violations

The petition claims that Sarabjeet Kaur has been visiting places beyond her approved pilgrimage sites and has continued staying in Pakistan even after her visa expired.


A petition has been filed in the Lahore High Court alleging that Sikh pilgrim Sarabjeet Kaur violated her visa conditions during her visit to Pakistan. After the initial hearing, the court issued a notice to the state.

 

High Court advocate Imtiaz Rashid Qureshi said the petition was resubmitted after removing earlier objections. The court accepted it and placed it before a single bench today. Justice Farooq Haider heard the matter, issued a notice to the state, and asked for a response within two weeks.

 

The petition claims that Sarabjeet Kaur has been visiting places beyond her approved pilgrimage sites and has continued staying in Pakistan even after her visa expired.

 

The case has been filed by former Punjab Assembly member and former Parliamentary Secretary for Human Rights and Minority Affairs, Mahendra Pal Singh. His lawyer, Advocate Ali Chengizi Sandhu, is representing him in court.

 

The petition names several parties, including the federal government, the Ministry of Interior, the FIA, the Punjab government, the Pakistan Sikh Gurdwara Parbandhak Committee and the Punjab Minority Affairs Department.

 

According to the petition, Sarabjeet Kaur is a resident of Muktsar district in Indian Punjab. She entered Pakistan on November 4, 2025. She was issued a 10-day single-entry religious visa that allowed her to visit only specific pilgrimage sites, like Nankana Sahib, Kartarpur and other approved locations, until November 13, 2025.

 

The petition argues that she did not follow these terms. It says she travelled beyond the approved places and continued to stay in Pakistan after her visa expired, which amounts to overstaying and breaking Pakistani laws.


It also claims that Sarabjeet is already facing fraud and cheating cases in India. The petition says that allowing her entry, granting her visa clearance and letting her move freely in Pakistan raises serious legal and security concerns.

 

The petitioner has asked the court to announce Sarabjeet an illegally staying foreigner and order her immediate deportation. He has also requested the FIA to investigate how she was issued a visa without a proper background check. He urged the government to tighten the religious visa policy, improve monitoring of pilgrims, and direct the Pakistan Sikh Gurdwara Parbandhak Committee and Punjab Minority Affairs Department to strengthen oversight of pilgrimage activities.
