Manipur CM's 'political ambition' fueled unrest, says Assam Rifles report

Assam Rifles report implicates Manipur state government in current violence, alleging anti-Kuki policies and purported backing of clashes by state forces.

A report from members of the Assam Rifles has shed light on the ongoing violence in Manipur, pointing fingers at Chief Minister N Biren Singh’s alleged "political authoritarianism and ambition" as a significant factor behind the unrest.

 

The BJP-led government's policies have further stoked tensions, causing divisions among communities in the northeastern state. The Congress party has denounced the situation as a "BJP-manufactured crisis," accusing Prime Minister Narendra Modi of evading responsibility for the escalating turmoil.

 

The assessment, prepared by Assam Rifles officials in Manipur, places partial blame on the state government.

 

The Reporters’ Collective, as cited by Al Jazeera, highlighted several policies purportedly targeting Kukis, fostering an atmosphere of animosity. 

 

Additionally, the report pointed out the alleged tacit support of state forces in exacerbating clashes and undermining law and order.

 

The violence, which erupted in early May last year following a 'Tribal Solidarity March,' has claimed over 200 lives. The unrest stems from the Meitei community's demand for Scheduled Tribe (ST) status, prompting protests in the hill districts.

 

This year, sporadic violence continues to plague the state, displacing thousands who seek refuge in relief camps.

 

The report also underscores the issue of unauthorised migration from neighbouring Myanmar and the resurgence of demands for Kukiland. 

 

Meitei Revivalism has further fueled tensions, with groups like Meitei Leepun and Arambai Tenggol accused of instigating conflicts.

 

Kuki leaders allege that these groups have planned assaults against their community, with Meitei Leepun reportedly influenced by Rashtriya Swayamsevak Sangh ideology and expressing support for the Biren Singh-led government.

 

Meanwhile, Arambai Tenggol stands accused of targeting Naga community members and engaging in a gunfight with Assam Rifles ahead of Home Minister Amit Shah's visit in June 2023.

 

In January, the radical group convened a meeting where they demanded the delisting of Kukis from the scheduled tribes list, revocation of the Suspension of Operations agreement, deportation of refugees to Mizoram camps, border fencing, and replacement of Assam Rifles with other paramilitary forces.

 

Lawmakers purportedly pledged support for these demands, as per several reports.
