The Manipur government on Saturday restored mobile internet, data and VPN services across five districts, Imphal West, Imphal East, Thoubal, Kakching and Bishnupur, after reviewing the prevailing law and order situation and the impact of the shutdown on daily life.
The restrictions, first imposed on April 7 for three days, had suspended mobile data, broadband and VPN usage in the affected districts amid serious security concerns. Authorities had subsequently extended the curbs periodically, while allowing limited broadband access such as ILL and FTTH connections under strict monitoring.
Officials said the decision to lift the suspension was taken after assessing ground conditions and the extent of disruption caused by the restrictions. The shutdown had affected several essential services, including courts, hospitals, educational institutions and government offices, many of which rely heavily on digital connectivity for routine functioning.

The restoration order was issued under Rule 3 of the Temporary Suspension of Telecommunication Services Rules, 2024. Authorities said the decision was taken in public interest to ease inconvenience faced by residents and institutions.
The notification was released with immediate effect, with the administration using both print and digital platforms to inform the public about the resumption of services.
While restoring connectivity, authorities urged citizens to exercise caution and responsibility while using the internet and social media platforms. They warned that any misuse, including the spread of rumours or inflammatory content, could prompt a review of the decision and possible reimposition of restrictions.
The move comes as the state continues to navigate a fragile security environment, with officials maintaining close monitoring of the situation on the ground. The administration said it will continue to review developments and take necessary measures to ensure public safety while minimising disruptions to normal life.
