Mizoram Chief Minister Lalduhoma on Monday laid the foundation stone of the Rs 676.98 crore Tuirini small hydro power project in Aizawl district, a major step towards the state’s goal of energy self-sufficiency. The 24-megawatt (MW) project will be funded through a loan from the New Development Bank, with 80 per cent of the cost borne by the Centre and 20 per cent by the state government, officials said.

Speaking at the event, Lalduhoma described the occasion as “momentous for the state” and highlighted it as part of his government’s broader initiative to strengthen power infrastructure.

“The Tuirini hydro project complements the 10 MW Thenzawl solar plant in Serchhip district inaugurated in December last year, and the 5 MW Sumsuih solar project under construction in Aizawl district,” he said. Both solar power plants are fully state-owned.

The Chief Minister said Mizoram has two more hydropower projects in the pipeline. The Detailed Project Report (DPR) for the 132 MW Tuivai hydro project in Saitual district near the Manipur border is complete, while the DPR for the Tlawng hydro project near Aizawl is expected by September.

To further expand solar generation, the state has issued Expressions of Interest (EOIs) for private developers to establish plants at five locations. So far, 791 rooftop solar installations, with a combined capacity of 2.62 MW, have been completed. A pump-storage project is also planned on the Tuichang river near the Vankal solar park to store and generate power efficiently.

Lalduhoma noted that while Mizoram is yet to achieve full power self-reliance, it holds long-term Power Purchase Agreements with central generating stations. Surplus power, particularly during daytime or late-night hours, is traded, generating revenue.

“Timely bill payments allow the state to earn rebates of Rs 6.57 crore, with total revenue from power trading amounting to Rs 172 crore and net profit of Rs 87.21 crore,” he said.
