The National Highways Authority of India (NHAI) has appointed Advocate Utsav Bains as its Standing Counsel in the Himachal Pradesh High Court.
Currently, Bains serves as Senior Standing Counsel for various Government of India ministries and bodies — NHAI, NCB, Home Ministry, and DSIIDC (Delhi Government).
Advocate Bains has represented the state in several high-profile terrorism-related cases, such as the 1993 Bombay Blasts & 26/11, the Pulwama terror attack, and cases related to Kashmiri Pandit killings.
Utsav Bains comes from a distinguished legal lineage. He completed his legal education at Panjab University and Harvard Law School. His grandfather served as a judge in the Punjab and Haryana High Court, while his father is a Senior Advocate. His mother originally hails from Himachal Pradesh.
