In order to ensure fair selection of candidates, J&K Lieutenant Governor Manoj Sinha has directed that there will be no oral test, interview, or viva-voce for the recruitment of Assistant Scientific Officers (Crime Scene) in the Jammu and Kashmir Forensic Science Laboratory (JKFSL).
The order, issued by the General Administration Department, states that the selection for these posts will be conducted solely through a written examination. “In exercise of the powers under the proviso to Article 309 of the Constitution of India, the Lieutenant Governor of the Union Territory of Jammu and Kashmir is pleased to direct that there shall be no oral test/interview, viva-voce for the post(s) of Assistant Scientific Officer (Crime Scene) in the Jammu and Kashmir Forensic Science Laboratory. The notification further confirms that recruitment will be based exclusively on performance in the written test.
The new order assumes significance in the wake of allegations of unfair means, nepotism and backdoor entries against various posts in various departments during previous regimes in J&K. This left many a deserving and meritorious candidates pushed aside as political influence prevailed in recruitments everywhere. However, LG Sinha apparently in an effort to leave any scope for unfair means has completely done away with the practice of inetviews, to begin with these posts.
Meanwhile, Anti Corruption Bureau J&K has said that it has found irregularities in recruitment process in Fire and Emergency Services Department J&K.Spokesman for ACB said that this is for the information of general public and in particular for the aggrieved aspirants of Fire and Emergency Services Department J&K.
There are several allegations which need in-depth investigation and is time consuming. Some of the facts which lead to delay in the completion in the investigation are identification of wrongly selected candidate and study of their bank transaction history to identify the money trail so that they can properly be linked in the instant case.
The spokesman further stated that identification of touts/middleman through whom the money of the wrongly selected candidates has routed and study of the bank transaction history of such touts to identify the forward money trail, so that the culprits at the highest level can be identified.The recruitment process under question was a huge process whereunder around 700 candidates have been selected as such large volumes of records are to be scrutinized properly to identify the wrongly selected candidates and the other culprits and the modus-operandi used.
However, the Anti Corruption Bureau J&K is vigorously working on it and are committed to deliver justice by identifying all the irregularities in the said recruitment process and complete the investigation in the instant case at an earliest, reads the statement.
