The Haryana Cabinet has cleared rules for granting aggregator licences, under which all vehicles added to fleets of aggregators, delivery service providers and e-commerce companies in NCR areas must be CNG, electric vehicles (EVs), battery-operated vehicles (BOVs) or run on any other cleaner fuel.
Additionally, only CNG or electric three-wheeler auto-rickshaws will be allowed to be added to existing fleets in the National Capital Region.
The Haryana Cabinet met here on Monday under the chairmanship of Chief Minister Nayab Singh Saini and cleared the rules for granting aggregator licences under the Haryana Motor Vehicles Rules, 1993. The rules are aligned with guidelines issued by the Ministry of Road Transport and Highways and orders of the Commission for Air Quality Management (CAQM).
The CAQM had last year, in June, ordered that no new petrol or diesel vehicles would be allowed to be added to fleets of cab aggregators, delivery companies and e-commerce firms operating in Delhi-NCR from January 1, 2026.
According to an official statement, the move aims to promote clean transport, curb pollution and improve air quality in NCR areas of the state.
