The Uttarakhand government on Wednesday imposed a six-month ban on strikes in all state services. The order was issued in public interest and to protect essential services.
Personnel Secretary Shailesh Bagauli notified the decision under Section 3(1) of the Uttar Pradesh Essential Services Maintenance Act, 1966, which applies in Uttarakhand. The ban covers all forms of strikes for six months from November 19, 2025.
The notification said the ban was necessary to ensure uninterrupted essential services for the public and maintain administrative stability. It added that several departments are currently handling important public-facing work in the state.
Meanwhile, Uttarakhand Chief Minister Pushkar Singh Dhami made a surprise visit to ISBT Dehradun on Tuesday. He came directly from the Secretariat to check the on-ground arrangements at the bus terminal.
During his visit, the Chief Minister inspected cleanliness, passenger facilities, operational systems and transport management at the ISBT. He found garbage at several places and expressed strong displeasure. Calling the situation unacceptable, he said such negligence at major public spaces “will not be tolerated under any circumstances.”
At one point, he picked up a broom himself and cleaned the area. His action sent a clear message to officials that cleanliness should be visible on the ground and not just exist in files.
CM Dhami gave strict instructions to the Transport Department and MDDA officials. He asked them to ensure regular cleaning, put up cleanliness-related signboards and maintain a pollution-free and waste-free environment for passengers at the ISBT.
He also directed MDDA Vice Chairman Banshidhar Tiwari to prepare an action plan to improve cleanliness and facility management at the terminal and to implement it immediately.
Dhami reviewed bus operations, ticket counters, waiting halls, drinking water facilities, toilets, shops and security systems. He said Uttarakhand, being a major tourism and pilgrimage destination visited by crores every year, must maintain high standards of cleanliness and service at all transport hubs.
Dhami also spoke to passengers at the ISBT. He asked about their experience and took suggestions for improvement. He said passenger feedback was an important for improving public services.
