Odisha Assembly adjourned sine die 18 days ahead of schedule

The Winter Session of the Odisha Assembly concluded abruptly on Tuesday, adjourning sine die a full 18 days ahead of its planned finish on December 31. Speaker Surama Padhy announced the adjournment after government chief whip Saroj Kumar Pradhan introduced a motion to that effect, arguing that no significant official business remained on the agenda.

 

The session was originally slated for 29 sittings but wrapped up after only 11 working days.

 

A major highlight of this Winter Session was the address delivered by President Droupadi Murmu on the opening day, November 27, making her the first President to speak before the Odisha Assembly.

 

During its brief run of 11 working days, the House successfully approved a Supplementary Budget amounting to 17,440 crore. Beyond the Odisha Appropriation Bill, six other Bills were passed, including legislation concerning the increase of pensions for former members and the enhancement of salaries for the Speaker, Deputy Speaker, ministers, and MLAs.

 

Chief Minister Mohan Charan Majhi, who manages the finance portfolio, had presented the Supplementary Budget proposal of 17,440 crore for the 2025-26 financial year on November 28, intended to ensure the effective rollout of priority welfare and development schemes. The Appropriation Bill for this additional budget was passed by a voice vote following a debate on Monday.

 

Following the smooth completion of the session, Chief Minister Majhi, Deputy Leader of the Opposition Prasanna Acharya, and Congress Legislature Party leader Rama Chandra Kadam each offered their thanks for the efficient functioning of the proceedings.
