Over 3,700 killed in J&K road accidents since 2022

Approximately 3,700 people have lost their lives and more than 29,000 others have been injured in over 20,000 road accidents in Jammu and Kashmir since June 2022, according to a senior government official.

 

Most of these fatal accidents took place on main highways, particularly in Jammu, Kathua, Udhampur and Rajouri districts, the official added on Thursday. The figures were shared during a meeting headed by Chief Secretary Atal Dulloo to review the implementation of road safety measures recommended by the Supreme Court.

 

The chief secretary told officials to submit a detailed update on compliance with the court’s directions and stressed the need for wider use of GIS-based data to identify accident-prone and vulnerable road stretches.

 

“Such data-driven identification will enable focused technological and physical interventions to significantly reduce road accidents, especially in hilly districts,” Dulloo said.

 

Transport Department Secretary Avny Lavasa informed the chief secretary during the meeting that since the i-RAD portal became operational in June 2022, a total of 20,135 road accidents involving 32,819 people have been recorded in the UT. These accidents resulted in 3,688 deaths and 29,131 injuries, both grievous and minor.

 

The analysis showed that a majority of accidents occurred between 3 pm and 9 pm. Rash driving and over-speeding accounted for nearly 50 per cent of the accidents reported during 2025, Lavasa said.

 

Sharing enforcement data, the Transport Department said 40,197 challans were issued in 2024 and 52,543 in 2025. The fines collected amounted to Rs 10.15 crore in 2024 and Rs 15.88 crore in 2025.

 

Major traffic violations included riding without helmets, not wearing seat belts, using mobile phones while driving, over-speeding and jumping red lights. In 2025 alone, authorities seized 1,528 vehicles, suspended 1,641 driving licences, blacklisted 10,439 vehicles, cancelled 1,192 registration certificates and revoked 300 route permits, Lavasa said.

 

Inspector General of Police (Traffic) M Suleman briefed the meeting about the functioning of surveillance cameras and traffic signal systems in Jammu and Srinagar.

 

Traffic Police issued 14,92,591 e-challans in 2025, 15,03,901 in 2024 and 12,36,380 in 2023. Fines collected amounted to Rs 85.16 crore in 2023 and Rs 145.12 crore in 2025. In addition, 15,947 vehicles were seized in 2025 for violations of the Motor Vehicles Act, he said.

 

As per an official spokesperson, Dulloo called for better use of traffic data to plan targeted safety measures and road engineering improvements. He also directed strict action against habitual traffic violators to create a strong deterrent.

 

During the meeting, road construction agencies such as the National Highways Authority of India, Public Works Department and Border Roads Organisation were asked to update on the removal of identified accident black spots.

 

The chief secretary also reviewed the installation of safety signboards and speed-limiting devices in school buses.
