Jammu and Kashmir Chief Secretary Atal Dulloo said on Sunday that the Union Territory’s mega projects were being fast-tracked on a priority basis under the PRAGATI mechanism.

During a press conference organised by the Press Information Bureau (PIB), Jammu and the Department of Information and Public Relations (DIPR), the chief secretary said that 61 projects worth Rs 4.12 lakh crore are currently being monitored on the Project Monitoring Group (PMG) portal in the region.

Dulloo said that 15 of these mega-projects worth Rs 69,000 crore have been completed, while 46 projects worth Rs 3.43 lakh crore are under implementation at various stages.

“Under PRAGATI (Pro-Active Governance and Timely Implementation), 15 top-priority projects worth Rs 1.12 lakh crore in Jammu and Kashmir are being closely monitored by the Prime Minister,” Dulloo said.

He cited the slow progress on the Udhampur–Srinagar–Baramulla Rail Link (USBRL) project as a prime example, noting that, despite being initiated in 1995, “the project witnessed minimal progress for nearly 25 years.”

However, the project gained significant momentum after it was taken up under the PRAGATI mechanism for close monitoring.

He said Prime Minister Narendra Modi himself intervened and monitored the various stages of the development of this mega-project, which led to better coordination at inter-departmental levels, ultimately resulting in the successful completion of the project in 2025.

He added that projects with a cost exceeding Rs 500 crore are being directly monitored by the Prime Minister’s Office (PMO), headed by the Cabinet Secretary, while the most critical among them are directly reviewed by the Prime Minister through PRAGATI meetings.

Regarding the status of these mega projects, the Chief Secretary stated that the PMG is currently monitoring 61 projects in Jammu & Kashmir, with a cumulative investment of over Rs 4.12 lakh crore, spanning key sectors such as connectivity, energy, and social infrastructure.
