The Uttarakhand High Court asked the state government to submit an inquiry finding in the death of a BCA student at Graphic Era Hill University in Bhimtal last year.
Justice Rakesh Thapliyal directed the Uttarakhand government to explain why authorities did not file a case on the basis of the initial complaint of victim’s family, which forced them to register a Zero FIR in Lucknow.
The order came during the hearing of a plea submitted by the 18-year-old student's father who alleged that his daughter had complained about facing ragging from seniors and was suffering mentally by the incidents. The father, who is from Lucknow, stated that CCTV videos showed that his daughter was molested.
The college authorities reportedly informed the family that the student died under mysterious circumstances after she was found unconscious in her college hostel room. The victim’s father, in his plea, demanded a neutral inquiry into the death of his daughter. The victim was a second-year student residing in the college hostel.
As per the petitioner, college authorities took her to a Community Health Centre (CHC) where doctors declared her brought dead. According to plea, Bhawali police denied to file a complaint because of the pressure from college authorities. Finally, the family had to approach the Lucknow Police.
The Lucknow Police, therefore, had to register a zero FIR and forward the issue to the Bhawali police station for further inquiry. The victim’s father further added that Bhawali police are still not investigating the matter even though the CCTV video from the college gate showed his daughter being molested.
The court has posted the matter for further hearing on April 28.
